AI security and governance for enterprises in Japan

Japan chose promotion over prohibition, which puts the burden of proof on the enterprise. Kapālins gives Japanese groups and the foreign companies operating in Japan an inventory of every AI they run and evidence that each follows the APPI and the METI guidelines.

Why now

What changes for Japan enterprises, and when.

The AI Promotion Act has been fully in force since 1 September 2025 and the Cabinet adopted the AI Basic Plan under it on 14 July 2026. The 2026 amendments to the APPI bring strengthened criminal penalties from 17 January 2027, with the main reforms following by July 2028. Japanese boards face the same question as everywhere else, in a market where enforcement arrives through reputation as much as fines.
